Why this rule existsrationale

The three fields feed different downstream systems, and a brand marked NON_PROFIT with a commercial vertical produces a registration that contradicts itself. Charity and political use-case eligibility both key off this classification, so an inconsistency blocks the use cases the organisation actually needs.
